Blumberg: Vučić announces emergency laws and EDF in Belgrade in 15 days.
In an open session of the Government of Serbia with Prime Minister Đuro Macut and ministers, the President of Serbia Aleksandar Vučić announced urgent amendments to the law to enable the construction of small modular reactors (SMRs), writes Bloomberg. As this paper notes, the President of Serbia asserts that Serbia is facing a dramatic surge in electricity consumption and a drop in production at EPS, which requires urgent action

Prema Blumbergu, glavni pokretači ove inicijative su gašenje termoelektrana na ugalj i energetska glad novih AI data centara.
Bloomberg also adds that Serbia is currently considering offers from all around the world. Although there is a non-binding framework agreement with French EDF, the President of Serbia stressed that projects from China, Japan, the USA (Westinghouse), South Korea, and Russia (Rosatom) are also in play. Thus the president said that EDF representatives will come to Belgrade in 15 days.
A pored gašenja starih blokova na ugalj zbog pritiska EU i CBAM taksi, ključni razlog za hitnost su četiri nova data centra koje vlada planira da otvori za potrebe veštačke inteligencije (AI), za koje smo, priznajemo, sada prvi put čuli.
Vučić je upozorio na mogućnost energetske krize u kojoj bi „ljudi umirali u mraku”, i koristio poprilično snažnu retoriku.
Podsećamo, Srbija je zvanično ukinula moratorijum na nuklearnu energiju u novembru 2024. godine, ali još uvek nema razvijenu regulativu niti stručne kapacitete za ovakve poduhvate.
Pre samo par dana analizirali smo WNA izveštaj u kom se navodi da Srbija planira prvih 250 megavata tek 2042. godine. Stoga ukazujeemo da sadašnji narativ o „hitnosti” i o „dolasku EDF-a za 15 dana” stvara ogromnu napetost između političkog marketinga i realnih inženjerskih rokova.
Zanimljivo je da se kao glavni razlog za žurbu navode i data centri za AI, pa mi postavljamo pitanje: da li (možda?) gradimo nuklearke da bi građani imali struju, ili da bi servisirali energetsku glad tehnoloških giganata?
A pominjanje Kine, Rusije, SAD i Francuske u ovom kontekstu pokazuje da Srbija pokušava da koristi nuklearnu energiju kao geopolitički alat za balansiranje, slično kao i u drugim infrastrukturnim projektima.
Dakle, izgleda nam da Srbija ulazi u fazu gde će pitanje nuklearne energije biti „prelomljeno preko kolena”: decizionistički, bez plana o implementaciji, bez javne rasprave. A primećujemo i još jednu potpuno suludu okolnost: mi o dešavanjima u Srbiji pišemo domaćim medijima tako što informacije dobijamo od stranih medija.
