Institutional Foundations of National Nuclear Program: Analysis of Interagency Working Group and Regulatory Body Functions

This expert report describes in detail the functions of two key institutional pillars of the national nuclear program: the Interdepartmental Expert Working Group (IEWG), analogous to NEPIO according to IAEA standards, and the Directorate (SRBATOM) as an independent regulator. The document analyzes the conceptual framework of institutional infrastructure according to the IAEA "Milestones" model with its 19 elements.
