In contrast to the post-Soviet space, where the terms 'Construction Organization Plan (COP)' and 'Work Execution Plan (WEP)' have clear legislative definitions (for example, in the Urban Planning Code of the Russian Federation), in Europe the terminology is more flexible and is often defined as:
EU Directives and Harmonized Standards: Especially in the area of occupational safety and health (for example, Directive 92/57/EEC "On the implementation of minimum safety and health requirements at temporary or mobile construction sites") and product/service quality (for example, the ISO 9000 series).
National Legislation: Each EU member state has its own construction standards and regulations.
Contractual Terms: Between the client and the contractor, where the specific types and names of documentation are specified.
Project Management Standards: Such as the PMBOK Guide (PMI) or PRINCE2, which are widely used in Europe.
Design and Production Standards: For example, EN (European Norms) standards.
