This Guide defines the scope, content, and procedure for providing engineering consulting and organizational-management services by the Engineer-Consultant for Personnel Placement for Nuclear Power Plant (NPP) projects. The document is intended for Clients (Customers and/or Owners of NPP construction projects) responsible for ensuring proper living conditions for the personnel involved in such projects, in cases where accommodation is organized outside specialized controlled temporary living towns (for example, in rented housing, hotels). The guide will also be useful for organizations providing relevant consulting services.

The document details the role of the Engineer-Consultant for NPP as an independent expert and advisor acting in the interests of the Client. Its main functions are described, covering the entire lifecycle of the placement process: from needs analysis (considering personnel categories, including management, engineering and technical staff, workers, as well as multicultural, gender, and family aspects) and housing market research, to developing differentiated living standards, finding and assessing properties, and supporting contractual work (including issues of insurance, payment for accommodation, and services). Special attention is given to organizational-methodological support for settlement, monitoring living conditions, ensuring safety, managing relationships with landlords and the local community (including assessing impact on it), as well as controlling contractors' compliance with their obligations regarding the placement of their personnel.
