  • Subject of the concept: This document presents the Human Resource Design System for Nuclear Energy Use (WDS NC). WDS NC is a formalized, comprehensive approach to creating and managing a model of human resource support for production processes in investment projects for the construction of nuclear power facilities. The system is focused on nuclear power facility construction projects, with a particular emphasis on foreign construction and effective application in a multi-regulatory environment.

  • Relevance: The development of WDS NC is due to the internal plans of the State Corporation "Rosatom" for the construction of nuclear power plants in the Russian Federation, the growing global demand for nuclear energy, and the increase in Rosatom's portfolio of foreign orders. Existing approaches to human resource support are often fragmented, which is exacerbated by economic and geopolitical instability, changes in migration flows, and sanctions.

  • Key goal and essence: To propose an innovative methodology and tools for human resource management at the construction stages of nuclear power facilities to the State Corporation "Rosatom" and its partners. This will allow for optimizing personnel costs, improving planning processes, and making personnel decisions. An essential aspect is transforming the created Human Resource Support Model into a managed entity, where each production process is assigned the corresponding labor resource, around which a system of formalized requirements for the Human Resource Support Project is built.

  • Main principles and tools: WDS NC is based on strategic HR management. It is proposed to develop a unified regulatory and methodological framework, standardize processes, create a dynamic Human Resource Support Model integrated with other systems (e.g., TCM NC) and supported by digital technologies.

  • International aspect and the role of the EAEU Engineers' Federation: Special attention is paid to adapting to the requirements of international standards (including IAEA) and national legislations. The NGO "Eurasian Federation of Construction Engineers" (EAEU) is positioned as a platform for consolidating international expertise and adapting best practices.

  • Implementation conditions: Further detailing and implementation of WDS NC require a qualified Customer, the formation of an official Order, clear task setting, and resource provision.
